- Asbestos is listed by gov.uk as an example of hazardous waste, so in England it must be handled under the hazardous waste duty of care: authorised businesses only, registered carriers, permitted sites and consignment note paperwork.
- HSE states that most higher-risk work with asbestos must only be done by a licensed contractor, and that all licensable work must be notified to the appropriate enforcing authority using form ASB5 at least 14 days before the work starts.
- A waste producer in England must fill in the parts of the consignment note that apply to them, keep one copy and give two to the carrier, and keep the hazardous waste register for 3 years at the premises that produced or stored the waste (gov.uk).

How much does asbestos disposal cost?
We do not publish a national figure, because three of the biggest components are local: the gate fee at the permitted site, the haulage distance from your postcode, and regional labour rates. On top of that, whether the work is licensable changes who may legally do it. Price is driven by material type, licensed or non-licensed status, disposal only versus removal, quantity, access, gate fees and haulage, and paperwork. Get quotes for your actual job.
Is asbestos classed as hazardous waste?
Yes. gov.uk lists asbestos as an example of hazardous waste. In England that means the duty of care applies: classify it, store it safely, use only authorised businesses, check that carriers are registered and that the receiving site has an environmental permit, complete a consignment note, and keep the register for 3 years at the premises that produced or stored the waste.
Does asbestos removal need a licensed contractor?
Most higher-risk work does. HSE gives examples including removing sprayed coatings, work that may disturb pipe lagging, any work involving loose fill insulation, work on millboard, and work on asbestos insulating board where the risk assessment shows it is not short duration. Licensable work must be notified using form ASB5 at least 14 days before it starts, and doing it without a licence is an offence.
What paperwork should I get after asbestos is taken away?
A copy of the consignment note, and for a business in England the consignee return that comes back from the site receiving the waste. Ask before booking which permitted site the material is going to, that the carrier is a registered waste carrier, and that you will receive both documents. Without them you have no evidence of where the material went.
Can a householder take asbestos to a council tip?
Sometimes, for small quantities of bonded material, and it varies by council. Many household waste sites require a prior appointment, limit the quantity, specify how the material must be wrapped and labelled, and charge for it. Others refuse asbestos entirely. There is no national rule, so check with your own council before moving anything.
